There is no single agency that issues this label. It could be of a different color or design. The words "Dermatologically Tested" on the packaging means that the product has been tested on human skin. However this does not necessarily mean the product (or it's ingredients) were tested on animals. The European Union ban on using animals to test cosmetics and their ingredients means that any product manufactured within the EU has not been tested on animals.
